According to the World Trade Organization’s Agreement on Sanitary and Phytosanitary Measures (WTO-SPS), plant health measures must be technically justified and consistent with the risk presented. Technical justification of phytosanitary measures, in many cases, relies on accurate diagnostics. Diagnostic services are therefore essential to the fulfilment of obligations and responsibilities under the WTO-SPS agreement.
